Randy:  I did contact our DPW:  Here is what I've been told:  DOT requires that the county plan two alternatives for new roadways: 1 with a signal and 2 with roundabout.  (the signal alternative is the traditional intersection).  DOT also requires engineering studies and anticipated traffic counts.

For College Ave, there is the dynamic of the Pennsylvania intersection, the post office entrance, the Ace Industrial park, and railroad tracks.  Engineering studies detailed a concern for traffic lights within 600 feet of each other, a potential for backed-up traffic on the tracks and large truck traffic further backing up traffic especially once the post office is built.  For this reason, the round about became the preferred option.

While the county had the final decision on the configuration after holding public meetings, it is also true that it is DOT that required a round about study.

Public Hearings have been held, Cudahy both knew about and attended public hearings.  Cudahy had concerns about the Ace Industrial Park and a actually required the round about design to be larger so that trucks could navigate the turns.
