Suburbs testify against
In her own testimony, Water Works Superintendent Carrie Lewis said her agency was facing "profound changes" in water usage, as residents and businesses step up their conservation measures and cut back on watering lawns. That cuts water revenue, but Water Works expenses continue to rise, she said.
Suburban officials took aim at
Wauwatosa Water Superintendent James Wojcehowicz said the suburbs wanted to keep the Water Works financially sound but didn't want to subsidize
"This diversion is misguided budgeting" that skirts the scrutiny that would be given to a property tax increase, Szymborski charged.
Lewis said the revenue transfer wasn't part of the rate increase request. She said the city tapped the water fund because it was in "dire fiscal straits."
Barrett has said he doesn't plan to do it again. But Chiovatero warned that if budgets remain tight, "the temptation will be too great to ignore."
